Canada | New Acting Correctional Investigator of Canada appointed

Dr. Ivan Zinger has been appointed as the Acting Correctional Investigator of Canada. The duration of this appointment is for a term of one year or until such time that a new Correctional Investigator is appointed.

Dr. Zinger replaces Mr. Howard Sapers, who was appointed Independent Advisor on Corrections Reform to the Ontario provincial government.  Mr. Sapers had previously served as the Correctional Investigator, who functions as the Ombudsman for federally sentenced offenders, from April 2004 to December 2016.

Sapers congratulated Dr. Zinger, who previously served as Executive Director and General Counsel for the Office, issuing the following statement: “I am confident that Dr. Zinger will fulfill the mandate of Correctional Investigator with excellence.  I am pleased it will be a smooth transition for the Office.  I know Ivan is personally committed to play an active role in the Ombudsman community, nationally and internationally.”

As Independent Advisor, Mr. Sapers is tasked to review the use of segregation in Ontario’s corrections system and provide advice on improving conditions of confinement and appropriate alternatives to segregation for vulnerable inmates. 

As the Ombudsman for federally sentenced offenders, the Office of the Correctional Investigator serves Canadians and contributes to safe, lawful and humane corrections through independent oversight of the Correctional Service of Canada by providing accessible, impartial and timely investigation of individual and systemic concerns.
