CAYMAN ISLANDS | Applications for the positions of the Cayman Islands Deputy Ombudsman and two investigators

The Office of the Ombudsman has responsibility for investigating and resolving complaints of maladministration, public complaints against the police and dealing with freedom of information appeals. In the future the Office will be responsible for overseeing whistleblower and data protection legislation.

The remit of the Office of the Ombudsman covers all Government Ministries, Portfolios, Departments and Sections, Statutory Authorities and Government Companies

The Deputy Ombudsman (Complaints) will be the head of the Complaints Division which is charged with monitoring the public administration through the examination and investigation of maladministration and public complaints against the police. The Deputy will also be responsible for overseeing the Whistleblower legislation.

S/he will possess a broad understanding and knowledge of public administration including the political and legal systems, and the governance of public bodies.

The person appointed should have proven investigatory, legal and analytical skills exhibited in varying environments over extended periods of time, and 10 years’ experience working in a government environment and at least 5 years at a senior managerial and in interpreting and implementing legislation.

The two investigators will be responsible for examining complaints from people who feel they have been unfairly treated by the Royal Cayman Islands Police Service. To conduct impartial, independent and thorough examination of allegations of poor police practice, objectively analyse the matters raised by the member of the public as well as the actions of the police, identify the salient issues and make recommendations.

The Senior Police Investigator must possess a university degree or a similar tertiary qualification or equivalent and have at least 10 years’ extensive investigative experience and no less than 5 years’ experience at a senior management level preferably in the police service.

The Police Investigator must possess an associate degree or equivalent and have no less than 10 years’ extensive investigative experience

It is essential that applicants have a sound knowledge and recent experience of criminal investigation techniques and practices.
