Documentos de la Conferencia de Estocolmo 2009

En 2009 se celebró el bicentenario de la idea misma del ombudsman y de la institución sueca del ombudsman. Para celebrar este acontecimiento, el Instituto Internacional del Ombudsman (I.I.O.), que agrupa hoy a 150 instituciones de ombudsman de más de 75 países, decidió celebrar su novena Conferencia Mundial en Estocolmo.

La Conferencia Mundial de I.I.O. reunió a 340 delegados y observadores de más de 90 países. Se inauguró el 9 de junio de 2009. Los principales ponentes fueron el Secretario General anterior de las Naciones Unidas, Kofi A. Annan, y la Alta Comisionada de las Naciones Unidas, Navanethem Pillay. La conferencia concluyó el 11 de junio con la Asamblea General del I.I.O., que tomó importantes decisiones, de cara a un nuevo comienzo de la organización. Por último, el 12 de junio, los delegados y otros invitados asistieron a un seminario organizado para celebrar el bicentenario. Una serie de colegas, en representación de diferentes tradiciones de ombudsman, mostraron cómo la idea original sueca se fue adaptando a otros contextos legales, políticos y culturales . En su conjunto estas contribuciones ofrecieron una visión global de la diversidad y riqueza de la idea del ombudsman. Al mismo tiempo pusieron de relieve lo que comparten todos los ombudsman: investigar con imparcialidad las quejas presentadas por los ciudadanos contra las autoridades públicas, promoviendo así los derechos humanos, el Estado de derecho y la buena gobernabilidad.

Las intervenciones de la Conferencia Mundial del I.I.O. y del seminario del bicentenario son ahora accesibles en el sitio web del I.I.O. Además la Defensoría del Pueblo del Parlamento de Suecia las publicará en dos volúmenes. Quiero expresar mi agradecimiento a todos los que se han prestado generosamente a revisar y adaptar sus intervenciones para su publicación. También quiero dar mis más sinceras gracias a Linda Williamson, de la oficina del Ombudsman de Ontario, por haberse prestado a corregir todos los manuscritos y a Charlotte de Geer Fällman, de mi propia oficina, por su desinteresada labor, que resultó imprescindible para acceder a dichas intervenciones. Estoy convencido de que esta combinación de esfuerzos proporcionará a todos los ombudsman y a instituciones similares, así como a los in vestigadores, responsables políticos y ciudadanos interesados, una fuente útil de conocimientos e inspiración.
